Proceedings will be opened by Allan Paterson, Director Information Systems Division, and Allan will lead a Q&A session afterwards.

The main presentation will address the subject of eGovernment from a business/policy perspective rather than a purely technical IT angle. eVoting will be used as example of how government could use IT to do business differently with advantages for all key stakeholders - candidates, electoral officials and the electorate.

Our presenter is Mr Des Vincent, a regular speaker on the introduction of electronic government services who has addressed international conferences in Australia, Canada, Europe, Korea, Singapore and the United States. Des is a past Chairman of the Belfast Branch of the British Computer Society (BCS) and served for a term on BCS National Council. He is a Fellow of the British Computer Society and is a Visiting Professor at the Faculty of Informatics of the University of Ulster. He is a private member of the all party Parliamentary IT Committee (PITCOM) at Westminster and a member of the Advisory Council of the Commonwealth Centre for Electronic Governance. In January 1998 Des was presented with the IT Professional of the Year Award by the British Computer Society in recognition of the significant contribution which he has made to IT in Northern Ireland.
